César Antonio López Larios, alias Greñas

Greñas is a gang member who rose to the highest ranks of the Mara Salvatrucha-13 in El Salvador and operated as a gang leader from the United States, Mexico, and Guatemala. He acquired a large number of seemingly legal businesses, laundered money, ordered many murders —including that of a protected witness who was going to testify against him—, was involved in drug trafficking and transnational extortion, bribed police officers and lawyers... and yet he managed to walk free on legal technicalities in October 2020. Although U.S. authorities profiled him as a highly dangerous criminal, for whom they offered a $10,000 reward for information leading to his capture, and despite the fact that apprehending him involved an operation on Mexican territory, he was the first to have his multiple charges dropped by the Eastern District of New York in order to hand him over to the Salvadoran government as part of an agreement between the Donald Trump administration and Nayib Bukele.
